In cooperation with Alethina Impact Investment and İstasyonTEDU, a study was conducted to provide direct input to regional development agencies' social entrepreneurship related policy and funding strategies within the scope of the Social Entrepreneurship, Empowerment, and Cohesion (SEECO) Project.

The study involved identifying key challenges and gaps in the support mechanisms of development agencies, analyzing both national and international outcome- and impact-oriented funding practices, and assessing how these mechanisms influence social entrepreneurship and broader SDG objectives. Based on this analysis, policies and strategies were developed to integrate impact-driven funding models into existing financial support structures.

Within the scope of the study, a desk research was conducted on activities and financial support mechanisms of development agencies' with a focus on social entrepreneurship and national and international outcome/impact-oriented funding practices. Subsequently, the support programs of the agencies were re-examined from a social impact perspective. As a result, outcome- and impact-driven funding proposals were developed to be seamlessly integrated into the existing financial support mechanisms. The final report of the study was completed by the additional insights from the focus group meeting held on 9 December with 16 representatives from development agencies.
